Terms of Reference
1. BACKGROUND
The International Bank for Reconstruction and Development (hereinafter referred to as the IBRD, the Bank) will support Ukraine in implementing the Project “Strengthening Ukraine’s Statistical Systems for Recovery and Reform” (hereinafter referred to as the Project), financed under the Grant Agreement between Ukraine and the IBRD dated _________ 2026 URTF No. _____ (hereinafter referred to as the Grant Agreement), which is aimed at strengthening the statistical system of Ukraine to support recovery and reform processes, including improving the capacity of the State Statistics Service of Ukraine to produce timely, reliable, and high-quality data for evidence-based decision-making and public investment planning.
The Project will be implemented under the general supervision of the Ministry of Finance of Ukraine (hereinafter — MoF) by the implementing entity — the State Statistics Service of Ukraine (hereinafter — SSSU). The SSSU has established a Project Implementation Unit (hereinafter — PIU) for day-to-day management and coordination of the Project, as well as for support in disbursement, financial management, reporting, and other Project-related activities. The PIU shall be responsible for overall coordination of activities and reporting under the Project.
The need for the SSSU to engage consultants through the procurement of their services is justified by the requirement for effective implementation of Project activities, adherence to defined operational standards, ensuring transparency and consistency, and supporting and assisting the staff of the SSSU, as a Project beneficiary, in the decision-making process.
The Project will be implemented as an Investment Project Financing operation and shall be governed by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 No. 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other relevant legal acts of the Cabinet of Ministers of Ukraine, Orders of the Ministry of Finance of Ukraine, and the Project Operations Manual.
2. OBJECTIVE
The Financial Management Specialist shall take measures and work closely with the State Statistics Service of Ukraine (SSSU) to ensure financial management of the Project “Strengthening Ukraine’s Statistical Systems for Recovery and Reform,” financed by the International Bank for Reconstruction and Development (IBRD) in compliance with World Bank regulations and national legislation.
3. SCOPE OF SERVICES
The Financial Management Specialist will be responsible for the following tasks:
Provide support in the preparation of payments and withdrawal applications, supporting documentation, and other financial information required for disbursement of Project funds;
Assist in the preparation and timely submission of financial reports required by the World Bank, the Ministry of Finance of Ukraine, and the State Statistics Service of Ukraine (SSSU) during Project implementation;
Ensure accuracy, completeness, and reliability of financial information submitted to the World Bank and other relevant stakeholders;
Support the preparation of applications for replenishment of Designated Accounts and processing of direct payments from the Grant Account in accordance with applicable procedures;
Coordinate with relevant Project teams on the planning and execution of Project expenditures and use of funds;
Prepare financial information and responses to queries from the Project Coordinator, the SSSU, and other relevant authorities;
Maintain complete and accurate records of all financial transactions, withdrawal applications, and supporting documentation under the Project;
Ensure proper reconciliation of Project accounts, including Designated Accounts and other relevant financial records
