Terms of Reference
І. BACKGROUND
The International Bank for Reconstruction and Development (hereinafter referred to as the IBRD, the Bank) will support Ukraine in implementing the Project “Strengthening Ukraine’s Statistical Systems for Recovery and Reform” (hereinafter referred to as the Project), financed under the Grant Agreement between Ukraine and the IBRD dated _________ 2026 URTF No. _____ (hereinafter referred to as the Grant Agreement), which is aimed at strengthening the statistical system of Ukraine to support recovery and reform processes, including improving the capacity of the State Statistics Service of Ukraine to produce timely, reliable, and high-quality data for evidence-based decision-making and public investment planning.
The Project will be implemented under the general supervision of the Ministry of Finance of Ukraine (hereinafter — MoF) by the implementing entity — the State Statistics Service of Ukraine (hereinafter — SSSU). The SSSU has established a Project Implementation Unit (hereinafter — PIU) for day-to-day management and coordination of the Project, as well as for support in disbursement, financial management, reporting, and other Project-related activities. The PIU shall be responsible for overall coordination of activities and reporting under the Project.
The need for the SSSU to engage consultants through the procurement of their services is justified by the requirement for effective implementation of Project activities, adherence to defined operational standards, ensuring transparency and consistency, and supporting and assisting the staff of the SSSU, as a Project beneficiary, in the decision-making process.
The Project will be implemented as an Investment Project Financing operation and shall be governed by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 No. 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other relevant legal acts of the Cabinet of Ministers of Ukraine, Orders of the Ministry of Finance of Ukraine, and the Project Operations Manual.
ІІ. OBJECTIVE
The Procurement Specialist shall work closely with the State Statistics Service of Ukraine (SSSU) to provide procurement support and advisory services under the Project “Strengthening Ukraine’s Statistical Systems for Recovery and Reform,” financed by the International Bank for Reconstruction and Development (IBRD). The Procurement Specialist will ensure that all procurement activities, primarily related to consulting services, are carried out in accordance with the World Bank Procurement Regulations and applicable national legislation, and will support contract management and implementation to ensure timely and efficient delivery of Project objectives.
ІІІ. SCOPE OF SERVICES
Procurement Specialist will perform the following tasks:
Prepare and regularly update the Project Procurement Plan in coordination with the SSSU;
Prepare bidding documents, Requests for Proposals (RFPs), evaluation reports, draft contracts, and other procurement-related documentation in accordance with World Bank procedures;
Support the preparation and review of Terms of Reference (ToRs) for consulting and non-consulting services under the Project;
Provide guidance and clarifications to evaluation committees, Tender Commitee and other relevant stakeholders involved in procurement processes;
Support contract management activities, including preparation and review of contract amendments, variations, notices, and other related documentation;
Monitor procurement processes and provide follow-up support to ensure compliance with World Bank Procurement Regulations and Project requirements;
Plan, supervise, and report on all procurement activities under the Project;
